Bulgaria bans construction in vicinity of Black Sea shoreline

Beachfront construction along Bulgaria's Black Sea coastline was banned on Tuesday, June 21, with the promulgation in the Official Gazette of two ordinances that regulate the use of all land within a 2.1 km belt from the shoreline. The shoreline is divided into two zones. The first zone encompasses all beaches, agricultural land and forests up to 100 m inland. The zone is off limits for all types of construction activities and the building of fences. Any changes to the intended use of the zone's land stock have been disallowed. The public is granted free access to all beaches. Only mobile sports, refreshment and healthcare structures are allowed on the territory of the zone. These mobile structures are allowed to take up no more than 400 sq m of the territory of beaches larger than 4 ha and 1% of the area of beaches of up to 4 ha. The second zone includes all agricultural land and wood stock a further 2 km inland. It is allowed to expand existing resort and vacation complexes in the second zone or build new ones. The new regulations, cheered by the Bulgarian Hotels and Restaurants Association and the Chamber of Architects in Bulgaria, encourage the sensible use for construction of sites in immediate proximity to the shoreline, the relocation of more intensive construction further inland and the preservation of the greenery, said deputy regional development minister Savin Kovachev. see source
