Foreigner prices’ ban

AFTER much criticism, including complaints from foreign tourists, the Government has done something about the practice of many hotels, restaurants, museums and various entertainment and sports facilities charging foreigners double prices. Cabinet ordinance Number 357/27.12.2004, promulgated in the State Gazette issue two on January 7, regarding the regulation on the categorisation of hotels, dining and entertainment facilities, says that services provided must be in accordance with the regulations of the Discrimination Act. Article 3, paragraph 9 of these regulations says that “The persons managing hotels or dining facilities at tourist sites must provide services according to the requirements of Article 37 of the Protection Against Discrimination Act”. This article, 37, says that: “Refusal to provide goods and services, as well as providing goods and services of a lower quality or with less favourable conditions on the grounds referred to in Article 4, Paragraph 1 shall not be allowed.” Article 4, paragraph 1 of the Protection Against Discrimination Act: “Any direct or indirect discrimination on the grounds of gender, race, nationality, ethnic affiliation, human genome, citizenship, origin, religion or belief, education, opinions, political affiliation, personal or public status, disability, age, sexual orientation, marital status, property status, or on any other grounds, established by the law, or by international treaties to which the Republic of Bulgaria is a party, is forbidden.” The news of the new regulation was received with mixed feelings by the Bulgarian-language press. While Kapital weekly praised the new regulation regarding the pricing for Bulgarians and foreigners, Trud daily said that the Government was trying to obstruct business. The Association of Hotel and Restaurant Owners, which was outspoken during the first weeks of the smoking restrictions, remained silent on the matter. see source
