Standart Daily, Natalia Malcheva, 15.06.2006

We can save from concrete 80% of the beach, says Savin Kovachev Salin Kovachev is Deputy Minister of Regional Development and Public Works. He has graduated in Law from Sofia University "Kliment Ohridski". Mr Kovachev is the author of the bill for Bulgaria's Black Sea Coast and its numerous versions in the last years. Deputy Minister Kovachev is also the author of the Territorial Development Act. Mr Kovachev has been working on the problems of the local self-governing, regional policy and public works since 1987. - Mr. Kovachev, is the Black Sea Coast Act late? - Yes, it's late. But regardless of this we still have what to save. Only 15-20% of the beach are built up; we can save the rest. - The mayors of the Black Sea municipalities are displeased with the texts in the act's last variant, which was adopted by the parliament at first reading. - The act was published for discussion in a much harder variant. Thanks to the proposals, made by the local authorities, the full ban on the construction on the beach was overruled. At present there's a possibility for building, but at a lower intensity rate of up to 20% - The mayors are against the long-term ban on construction during the active summer season, because it doesn't last for five months at smaller resorts, for example. - It's not pleasant to see somebody pour concrete while people are walking in the streets. It is not done in the neighboring Greece, for instance, which a world-known tourist destination. Bulgaria should stick to this practice, too, to preserve the beautiful resort towns like Nessebar and Sozopol. see source
