A RECENT decision by the Black Sea town of Balchik’s municipal council to grant its yacht port on a 35-year concession has helped raise the country’s profile as a tourist destination. According to the plan, the concessionaire should modernise and extend the port, allowing it to dock or moor yachts and boats for coastal and international cruises, water sports, tourism and entertainment. The port operator should invest at least 100 000 leva in the first two years of the concession and a minimum of a million leva during the first 10 years. The municipal council also required that the concessionaire should have a tourist base in the area and receive revenues of a minimum of three million leva over three years as proof of its financial stability. The port operator should fix preferential fees for local owners of yachts and other vessels. Balchik however is not the first Black Sea resort where authorities have understood the need for providing this type of service to high-income tourists. Earlier this year, Dinevi & Co, a company owned by local businessmen, undertook the ambitious task of building the largest yacht port on the Black Sea in the village of Sveti Vlas (Saint Vlas), which is next to the largest resort of Slunchev Bryag (Sunny Beach). The yacht port is now half ready and after it is completed it will have the capacity to host more than 300 yachts. The locals are looking forward to the first yachts anchoring in the port, believing the port would attract more investment to the region. Local authorities also intend to restore the old village’s fame as a religious centre. In the medieval chronicles it was recorded as “the village of monasteries” after the five monasteries that existed in the period from 14th to the 19th century. The name of the village comes from the largest of them, Sveti Vlassii. The unique combination of sea and mountainous landscape has attracted interest since antiquity. The first settlers arrived there in the second century BCE and the Thracian tribes called the village Larissa. Renting a yacht for four or five hours at the Bulgarian Black Sea now costs 100 euro. Luxury boats cost more. Most yachts can take in no more than four to six people on board. A cruise costs about 20 euro a person. see source
